The Latics may well make that move for the player as Paul Jewell looks to strengthen his side ahead of the club's first ever Premiership campaign.
The 26 year old centre back - who had a superb game for Wales against England when the two sides met recently - has made no secret of his desire to play in the Premiership.
He said: "I've had a great time at Cardiff City, really enjoyed it and it would be wonderful if I could achieve my goal with what is essentially my hometown club.

"I'm 26 now and I want to be testing myself every week against the best strikers in the country, playing at the best stadiums.
"That will improve me as a footballer at club level and it will also aid me when I step up into the international arena with Wales.
"Earnie [Robert Earnshaw] is a big mate of mine and I'm delighted to see how he has taken to the Premiership with West Brom like a duck to water, in terms of scoring goals.
"Clearly there comes a point when I think I want to emulate what he is doing. In many ways it would be great, but extremely strange, to play against Earnie at club level."
A fee of around £2million would prize the defender away from Ninian Park, a price that would no doubt prove to be a bargain.
