He has managed Scunthorpe, Nottingham Forest and Chesterfield among others, whilst also being assistant manager at a hatful of other clubs which include Sheffield Wednesday and Bristol City.
Hutch', only in his second spell as the main man, believes Barlows vast experience and successes will be key to Wigan's future success and believes he will prove a major asset to the club.
"The assistant manager is a crucial role at any football club," Hutchings told the club's official website.
"I am really pleased to bring Frank to the club.
"I have seen other names bandied about in the media, but Frank was always my first choice and I'm absolutely delighted we have got him on board, he will bring in a lot of fresh ideas."
