And despite this aim, the Wigan boss has insisted he won't be panic buying in the January sales.
He told Sky Sports News: "A lot of supporters around the country think on the 1st of January, everyone decides they have to get new players.
"We've been looking since August all over Europe, all over England, Scotland and everywhere trying to get new players.
"If I can get better people in certain areas that's what I'll do, I owe that to the football club.
"We need three or four players and that's the minimum to see us over the line."
