The centre-back Kiernan joins new Rangers boss Mark Warburton at Ibrox, signing a two-year deal after the two clubs agreed an undisclosed fee.
The 24-year old has played under Warburton previously for the Watford academy and during a loan spell at Brentford.
On the other hand, winger James McClean has joined Premier League side West Bromwich Albion for a fee of £1.5 million.
