None of the clubs are prepared to commit to a long term deal as Jansen fights to find form after a motorcycle accident in Rome 2002.
Rovers Chairman John Williams said: "Given Matt's contribution over the years we feel we should not stand in his way. He needs a new challenge and on behalf of everyone connected with the club we wish him well."
While Jansen himself has said: "This is the hardest - and yet probably the most sensible - decision I have ever made. I am not a troublemaker and I do not kick up a stink if I am not in the team but enough is enough."
A move to the JJB is believed to be Jansen's preferred option with the prospect of first team football the greatest.
David Connolly is out injured while Henri Camara is on international duty leaving the Latics with just Jason Roberts to fill the void up front.
