Doncaster currently sit in second place in the third division after gaining promotion from the Nationwide Conference last season.
McIndoe, 24, has been a vital part of their squad this season and Jewell could have spotted another diamond yet to be cut.
Michael McIndoe is a left sided player, which Jewell has said he wants recently, and he has lots of pace but lacks some what in height.
He started his career at Luton Town before moving to Hereford in the conference, before a £25,000 move to Yeovil. The Scottish winger then moved to Rovers, costing £50,000.
He has impressed this season for the Third division side and has been called up for Scottish international honours.
