The 29 year old midfielder currently plys his trade in Turkey with Genclerbirligi and has been after a move to the Premiership for some time.
A move to Manchester City recently fell through at the 11th hour, but it seems a move to the JJB is more than likely.
Skoko said: "I am happy here at Genclerbirligi, however the Premiership is something else. I hope the negotiations with Wigan Athletic will be worked out.
"If it fails, I will continue to give everything I have got for Genclerbirligi. They want again a top five ranking and of course there is the World Cup in Germany."
