Chimbonda, who has had an impressive debut campaign, which saw him being named in the PFA's Premier League team of the year, handed in a transfer request in the changing room straight after Wigan's final game of the season.
Wigan manager Paul Jewell said that the frenchman will not be allowed to leave for 'less than he's worth,' that being the £6million price tag slapped on him by Dave Whelan.
Jewell said: "Tottenham have made a bid but it has been firmly rejected. We are not being unrealistic. Look at every other player on the PFA team and try and place a value on their heads. We have made it clear that we do not want Pascal to leave but we will not stand in his way if the right offer comes along."
"Pascal has done very well for us, and we recognise that, but if it wasn't for this club taking a chance on him last summer, he would not be attracting such interest now. I have a responsibility to ensure that any deal for the player has to be right for Wigan Athletic."
